WOO has appointed, from its Board of Directors, four leading industry figures with the experience and skillsets to champion these key strategic pillars going forward: data and measurement, sustainability and the AdNetZero carbon calculator, the global challenge of regulation creep, and creativity — the industry’s promotion of its own canvas.

Data & Measurement

Standardising audience measurement — moving beyond impressions to attention, emotion, and action.

Charles Parry-Okeden

Outdoor Media Association · Australia

Charles has served on the WOO Board as Vice-President for Australia since 2022, working with the Outdoor Media Association. A familiar figure at WOO events worldwide, he has chaired the programmatic and data sessions at successive Regional Forums, from Kuala Lumpur 2022 to Bali 2023.

As Global Lead for Data & Measurement he champions the standardisation agenda — the Global OOH Audience Measurement Guidelines, the industry’s first independently aggregated measure of programmatic DOOH spend, and the annual Global Expenditure Report.

Sustain ability

The industry roadmap to Net Zero — material innovation, energy harvesting, and green infrastructure.

Katrin Robertson

CEO · blowUP media

Katrin is an acknowledged expert in large-format outdoor advertising, running the blowUP media group from London and Düsseldorf across Germany, the UK, the Netherlands and Belgium.

Known for her entrepreneurial spirit, client focus and drive for innovation, she leads sustainability initiatives at blowUP media, heads the WOO Sustainability Taskforce, and mentors women in management at Ströer and industry charity NABS.

Legis lation

Global advocacy and policy frameworks — protecting the right to advertise in the public domain.

Global Lead

Kai-Marcus Thaesler

B|A|M · The German OOH Association

Kai-Marcus leads B|A|M — Bundesverband Aussenmedien e.V., Germany’s national Out of Home association — and has served on the WOO Board as Vice-President for Germany since 2023.

As Global Lead for Legislation he directs WOO’s monitoring and action plan on regulation: the early-warning policy radar, the case-study repository, and the coordination that ensures no national association faces a legislative threat alone.

Industry Promotion

Pushing the boundaries of the canvas — from 3D anamorphic displays to hyper-local static murals. Creativity and attention.

Tim Bleakley
Global Lead

Tim Bleakley

Chairman · Ocean Outdoor

Having completed 15 years as CEO, Tim became Ocean Group Chairman in January 2025. Under his leadership Ocean has become a global pioneer in creativity and technology, founding Ocean's Digital Creative Competition and producing multiple Cannes Lions winners.

Tim specialises in media brand building and turnarounds, leading Ocean through three phases of private-equity investment, a full LSE listing in 2019, seven acquisitions across the UK, Nordics and Netherlands, and the move private in 2022 with Atairos. He received the International Leadership Award at the 2019 World OOH Congress.
